steps to reproduce: 1. Upload an app 2. Try to enroll the app to marketplace at https://addons-dev.allizom.org/z/en-US/developers/addon/app-337397/payments expected behavior: user should be allowed to enroll into marketplace actual behavior: Right now, apps cannot enroll into marketplace with user message- "You cannot enroll in the Marketplace once your add-on has been reviewed and downloaded. Please submit a new add-on to enroll. Learn more. "
@fligtar: just wanted to check that apps can enroll into the marketplace at any time, unlike addons.

I think apps will have the same concerns that add-ons have switching between free and premium, but let's list them and see what it would take to let people switch back and forth: * download/adu advantage -- free apps that convert to paid will suddenly be at the top of the top charts. perhaps "top paid" lists should be based on purchases and not downloads, or perhaps both free and paid lists should be based on top downloads in the last 1/3/7 days * user reviews -- will probably be ok having a mix of unverified free reviews and confirmed paid reviews * new Developer Agreement -- we'll need to make everyone accept the new developer agreement before they can enroll in marketplace and store the date they last did. * reviews -- if a free add-on enrolls in marketplace, we need to review the version to make sure it can be sold. so, that probably means we take the add-on off the site and back in the review queue. we If we're comfortable making those changes, we can let add-ons and apps enroll and switch any time. This seems more and more appealing to me as I consider use cases where a developer wants to give their app away free for a limited time.
On the flip side I thought the "having to upload a seperate add-on" was a great idea for a primary reason: it stopped free addons becoming premium overnight and upsetting a users. If developers want to give away their free app for a limited time, we can add a price tier of zero and alter the buy flow slightly. But it's still marked as premium addon or app that one day will no longer be free (cue tacky "special offer" signs). Perhaps if an addon is free, we don't include it in top paid (that's a quick way to game that list). I do think the app and addon spaces are slightly different in some respects, we can't really review apps source, they interact more with a server and could do well anything including changing their prices and policies at time. Unlike addons where we are distributing the software, all we are doing is pointing a site and verifying a payment was made. This bug might get a bit big based on the comments in #2, would like to suggest that we: allow apps to become premium at any time, but keep addons in the current flow so we can so how that will all work in testing. Following on from that we can decide to add in features that aren't there right now like, removing apps (but not addons) from premium or adding.

If we were doing this from scratch, all add-ons -- even free ones -- would be part of the same purchase/download system, like other marketplaces.
