alt-tab doesn't dismiss url autocomplete drop-down if cursor is over drop-down

Steps to reproduce:
1. Open a Mozilla browser window, and make sure you have at least one other
window open (another Mozilla window will work fine).
2. Get the url autocomplete drop-down to drop down.
a. Type www.mozilla.org into the location bar and press enter.
b. Type www.mozilla.org/hacking into the location bar and press enter.
c. Type www.moz into the location bar and wait for the drop-down.
3. Put the cursor somewhere over the drop-down.
4. Alt-tab.
Result: the other window comes in front of Mozilla, but the autocomplete drop-
down is in front of that window.

cc ben, hyatt and ducarroz for autocomplete and popup issues. Do you guys have
any idea how to make the autocomplete popup go away when the window focus changes?

This bug seems to be a dup of bug 39276, although I would guess that this
happens more often than the original scenario in that bug.
Marking as depending on 45108 because that's how the other, similar bugs are
marked.
