Telemetry data for HTTP_PAGE_CACHE_READ_TIME shows that 5% of cache reads take >1s and 1% >10s.
We need telemetry to differentiate reads from block files vs separate files.
Would be good to get telemetry for cache eviction times too.
Note 10s reads could be happening during startup when there is a lot of IO going on, currently telemetry is biased to run for the first 30min(due to idle-daily implementation).
