steps to reproduce: 1. Pick an add-on you own which is enrolled into Marketplace. 2. try to download it. expected behavior: We allow users to download/ install add-ons they own. We should at least allow this from the dev hub. actual behavior: We don't.

Wondering if it makes sense to put the download link some where in the devhub, maybe under the manage payments page.
since we show the "Manage" button on the add-on details page for users, can we also let them download from there?
We can, I can put it down there. I wanted to a) avoid messing with all the button code and b) make sure it's a different download from the main button, to make it clear that its a special download and avoid those bugs later on.
