The PDF attachment is incorrectly put into a multipart/related context:

Thus, the message is strictly speaking malformed, but a bug is pending to allow such constructs again after bug 351224.
For the time being, go into Tools > Options > Advanced > General and click Config Editor there. Search for mailnews.display.show_all_body_parts_menu and set it to true by double-clicking on the preference, then View > Message Body As > All Body Parts will allow you to access the PDF attachment.
