It'd probably be worth creating an about:config pref to allow users (or extensions like NoScript) to selectively disable accessKey support in the SVG <animate>/<set> elements.
We currently have the pref "svg.smil.enabled" for blanket disabling of SMIL.
The new pref could be called "svg.accessKey.enabled" or "svg.smil.accessKey.enabled". (I lean towards the former, for conciseness, but I'd be happy with either.)

This actually isn't really necessary, so I don't think we want this after all. See bug 704482 for what we did instead.
