<repro steps>
1. go to http://www.chinesecomputing.com
2. click any link on the home page (optional: click down several links)
3. change the Character Coding selection for the page (e.g., change to Chinese 
Traditional Big 5)

<result>
You are taken back to the home page

<expected result>
The page you are viewing should be changed to the selected encoding and still 
be visible.

Same problem on 03-01 Win32/WinME-ja and Linux/Redhat6.2-ja trunk build, change 
OS to all.
OS: Windows 2000 → All
This is also a frame charset override problem (see bug 43529).
