This is low priority, and would only be needed for future b2g tablets or other such devices without NITZ support. There's a small outside chance it could be useful for phones on wifi.
A-GPS will need some high accuracy time sources so I'm going to add SNTP support in the geolocation backend first.

I saw on Wikipedia that 'the timing information via NITZ is only required to support "accuracy of the time information is in the order of minutes."' Anyway, NTP is only required to speed up the GPS fixes so this will be done after A-GPS.
What's the status here? Are we doing this for Basecamp?
Currently, we only support RIL NITZ to automatically update the system time, which needs a SIM card installed advancedly. However, Bug 813129 reports users would have bad experience to start up their phone when the SIM card is not yet installed. I'm not sure if we really need to implement this for now, because a work-around might be providing a convenient setting way to let users set their system time at the first run.

We should also consider that there are operators that do not support NITZ. For those carriers automatic configuration of the date is not going to work even with a SIM inserted. I wouldn't say it's a blocker if we provide a usable way to change the date of the device. (i.e. fix bug 813138)
