if you drag and drop a .xpi into the addon manager it doesnt pop up with an install

Steps to reproduce:
dragged the attached xpi from a folder to my browser (the tab in my browser is the addons manager currently)
Actual results:
in error console i get error:
Error: win is null

Expected results:
it should have popped up asking to install the xpi. it works fine if the tab isnt the addons maanger

Actually:
Oh update. The install window did pop but it popped under. So i didnt see it. So I saw a bunch of "Software Installtion" pop ups in the task bar.

To reproduce. Open the folder that has the xpi. Place it over your firefox browser which has the addon manager tab focused. Then drag the xpi to it.
