This page consist of two frames of which topmost frame is partially shown.

Reproducible: Always
Steps to Reproduce:
Open URL http://liftoff.msfc.nasa.gov/RealTime/JTrack/3d/JTrack3D.html and
select "open frame in new window" from black/blue area of window.


Actual Results:  New window representing topmost frame has more to show than
originally shown at first page.

Expected Results:  Both frames should be show in it full extent at first page.

If You test it with win98, You possibly experience bug 70901 (bug 66034).

Also a problem with linux build 2001-03-14-08.

It looks like that top frame is being laid out differently depending on whether
it's a frame or a standalone document...
