I personally did very like previous behavior of Firefox as for hovering during scrolling and did consider it as _benefit_ over other browsers, not as something that needs to be "fixed" at all. Since this change anyway makes page less responsive, while is not needed for those having computer which performance is high enough to not care about such things, it would be nice to have a pref (in about:config at least) to restore previous behaviour with full-fledged hovering not cutted by resource-saving measure introduced in bug 675015. Actual results: CPU-saving measure introduced in bug 675015 is currently undisableable on settings/config level, so _all_ users are forced to have less responsive hovering and thus degraded user experience even if specific user does not need for such measures. Expected results: The CPU-saving measure introduced in bug 675015 should be disableable for those who don't need to sacrifice page responsiveness for the sake of CPU-saving they don't need since their computers are fast enough.
