Currently, right clicking on a tab and selecting "Move to Group" only allows the tab to be moved to groups within the same window. Why not allow tabs to be sent to groups in other windows? Perhaps the list should include tab groups from every window, group by window, with separators between them.
This will be fixed by bug 578512.
