User Agent: Mozilla/5.0 (X11; Ubuntu; Linux i686; rv:10.0.1) Gecko/20100101 Firefox/10.0.1 Build ID: 20120209214325 Steps to reproduce: Open the Add-ons page (e.g., Ctrl+Shift+A) or the Bookmarks Library page (e.g. Ctrl+Shift+O on linux or Ctrl+Shift+B on windows). Actual results: Neither page shows the Navigation Toolbar. So users are unable to start searching the web from the displayed page. They are "trapped" on the page until they navigate away from it by going "Home" or pressing the back arrow. Expected results: Any page opened in Firefox should have the Navigation Toolbar at the top of the tab. So the user is never "trapped in the tab" and can initiate a search at anytime.
Add-ons Manager is an in-content page, it hides the Navigation Bar. But Library, I think, has always (at least after 4.0) been its own window, so I suppose there is no reason for it to have a navigation bar (it can have no tabs).
