Before, it was important to not try to connect to the mozilla networks if there were other networks already configured. Now, it's a lot less of a problem, so we can be more aggressive. The impetus for this bug is that jhammink had some networks in his wpa_supplicant.conf file which rendered his maguro device unable to connect to "mozilla demo".
