The clear disk cache from preferences is not hooked correctly in the new cache. This is from bug 73042
Mentioning another thing, just in case it's related to flaws in cache prefs hookup: I notice that the pref for "compare every time" works fine. The pref for "once per session" does not work however: A "next session" is never detected? So if this setting is used in prefs, a bug-page won't refresh on a successive startup of mozilla. Takes a forced refresh to see new comments.
The validation frequency prefs are used by HTTP, not the cache.
