nsImageGTK needs to be able to scale images for the new imagelib.

When you write the config/makefile changes for this, make sure that having
gdkpixbuf both turns off compilation of XIE.c and doesn't attempt to link
to the XIE libraries. I doubt people embedding moz/linux have the XIE
extension or libraries.

this build change diff doesn't AC_DEFINE(HAVE_GDK_PIXBUF) and adds a HAVE_XIE
subst thing so I can check in the gfx/src/gtk makefile
