[New Tab Page] You cannot drag the thumbnail (visually) in the url/tabs bar

Steps:
1. Open a new tab page.
2. Drag a thumbnail to the location bar /tab bat
Actual result:
The thumbnail does not leave the browser content area
Expected result:
Should be able to visualy drag the thumbnail outside the browser content area over the url/tabs bar(like it works for tab detach)

Still, the page is loaded in the url/tabs bar and works fine

Mass-move to Firefox::New Tab Page.
Filter on new-tab-page-component.
