Steps to reproduce:
1. Load Global Statistics Dashboard https://addons-dev.allizom.org/z/en-US/statistics/
2. Observe the graph chart and compare it to https://addons.mozilla.org/z/en-US/statistics/
Expected results:
The Y-Axis legend's 0-line is raised in cases where the chart view contains values which sum up to 0.
Actual results:
0-line is missing from the chart.
Notes/Issue:
Issue is not reproducing in production.
