When you go to the Image Manager, it says "site can set _cookies_" for any site
from which you chose to accept images.
Reproducible: Always
Steps to Reproduce:
1. Enable asking for confirmation before loading images
2. Open a site which has images, and mark the "don't ask me again" checkbox.
Answer "Yes".
3. Look at the Image Manager
Actual Results: "site can set cookies"
Expected Results: "site can load images"

Too obvious a flaw and too simple a thing not to fix. I just attached a patch.
