steps to reproduce:
1. Try to delete an account which isn't associated with any apps
2. Notice the warning message.


observed behavior:
The message warns about "You will not be able to log into marketplace-dev.allizom.org anymore." which is inaccurate. Since we use BrowserID to login (and that account won't be deleted) people can log back into MP again. we won't save any information associated with their old account.

The message is a different kind of incorrect now-
 "By clicking "delete" your account is going to be permanently removed. That means:

    Your reviews and ratings will not be deleted, but they will no longer be associated with you."

We won't have reviews and ratings for a while. We need to change this message.

The error message says- "I understand this step cannot be undone." twice. 

Also we say "This filed is required" before the form is submitted
