Options->Format sub menu won't appear in the composing window if the composing window starts in "Plain Text" format.

Steps to reproduce:
Start composing window in plain text mode (By default, "Shift + Left Click" on the "Write" button.
Actual results:
The "Options->Format" sub menu is missing. But if I start the composing window in html format, everything works fine.
Expected results:
The "Options->Format" sub menu should be there.
That's on purpose, you can't change from plain-text composition mode to HTML mode (there are bug 216132 and bug 140800 pending to make switching the mode after opening the window possible, but no recent action in either bug report).

Elaborating on comment 1, the Format menu is not available in plaintext compositions because most of the formatting options are only available (read: technically possible) for HTML compositions, so there's no point of having them for a plaintext composition.
Pls tell us what exactly you are requesting, is it a) or b), or something else?
a) when starting with plaintext composition, you miss options to apply "plaintext formatting" (structured text) in the compose window: Some formats can be expressed in plaintext, like *bold*, /italics/, and _underlined_, or bullets etc., but we don't have menus or toolbar to apply these; your message will be sent as plaintext with structured text formatting.
-> then your bug is a duplicate of bug 639264 (which itself is dupme also).
b) when starting with plaintext composition, you miss a way of toggling your composition to become a HTML composition where you can exploit all the possibilities of HTML formatting options. your message will then be sent as HTML, not plaintext.
-> then, per comment 1, your bug is a duplicate of 216132 or bug 140800.
Please let us know if a) or b) describe your request.

Hong, thanks for reporting back, that's helpful for managing our list of bugs.
So per reporter's comment 3, this is a duplicate of bug 216132 (same as bug 140800).
If you know a talented coder who would be up to the task as a volunteer, let us know. :)
