Steps to reproduce:
1) Load https://marketplace-dev.allizom.org/en-US/reviewers/queue/apps
2) Find a pending app you want to reject. Take note of its Waiting Time.
3) Reject that app.
4) Let developer resubmit that app.
5) Load https://marketplace-dev.allizom.org/en-US/reviewers/queue/apps
6) Notice the Waiting Time for that app is still the same as the initial Waiting Time (from step 2).

I thought this was a feature to let them get back in line in the same spot.  Maybe that's just editing the one that is there though (Bug 632191).

Personally, I'm okay with the current implementation for apps, though it is inconsistent with addons (where, afaik, the days for the nomination queue are from the nomination date).  So instead I think we should first decide what we want the policy to be and implement it consistently across apps, addons and themes queues.
