No, javascript is not cached either. :-]
Does the mime type matter for '.js'? (In practice, it shouldn't since js files
are often just text/plain).

This is a dupe of 29370: Cache doesn't work for CSS and JS files. A workarround
(bug 46599) was checked in for RTM, according to cvs logs.
