Steps to reproduce:
Clicked on the download button in the toolbar
Actual results:
download button switched to activated state (indicating it was indeed clicked & now activated) but nothing opened
Going to menu and clicking Downloads or Ctrl+j also has same effect (button highlighted but no dialog showing)
This also means there is no way for me to cancel active download now
Expected results:
Download dialog should have opened up showing downloads in progress

may you try in safe mode? http://support.mozilla.org/kb/safe+mode

restarted in safe mode, dialog works fine
1. Back to normal mode and tried disabling addons one by one, didnt work
2. Disabled all addons, still didnt work
3. Went through safe mode 'Make Changes Permanent' dialog one by one and restart, still doesnt work
4. Checked all options in safe mode dialog and clicked 'make changes permanent', still doesn't work

The safemode does more, it's doing this :
a) disables all addons
b) disables the Javascript jit
c) disables the graphic hardware acceleration
d) it uses the default values for window/toolbars settings -> the localstore.rdf in the profile is ignored
It's most likely d) if this isn't caused by a) .
You can test this with renaming localstore.rdf in your profile while FF is not running.
ok, so I disabled all addons (one by one till all of them were disabled) but still couldn't get it to work
then I renamed localstore.rdf and launched FF, but still it wouldn't work
I renamed localstore-safe.rdf to localstore.rdf and relaunched, but still doesn't work
launching in safe mode still makes it work correctly o_0

Disable hardware acceleration in Options/Advanced, eventually restart the browser, just to be sure, then see if it's reproducible yet.
ok tried it and it worked.
Disable HW acceleration and restart ==> working dialog
Enable HW acceleration and restart ==> non-working

Try upgrading your video drivers to the latest version.
Then reenable hw accel and see if it's still reproducible.
Then go to about:support, copy the Graphics section and post it here.

ok, updated drivers through nvidia website (apparently, dell didn't have the absolute latest) and now it is working fine with HW Acceleration on

ok, so looks like a driver's bug, not ours.
