Details

The list covers part of the button, so user may have to move mouse in order to close the list.
This is a known bug due to the fact the list should be limited to the screen size (no scrollbar) but it's not, so it detaches from the button.

Mozilla/5.0 (X11; Linux i686; rv:19.0) Gecko/19.0 Firefox/19.0 Build ID: 20121112030753 Verified on the latest Nightly that the Downloads Panel doesn't overlap the button anymore (the downloads list is now limited to 3 items and doesn't detach from the Downloads button).
