Reproducible: Always Steps to Reproduce: 1. Start Firefox with clean profile 2. Add a new custom toolbar and make it hidden 2-1. Open Customize Toolbar(Alt+V T C), add a new custom toolbar and put a toolbutton into the custom toolbar 2-2. Close Customize Toolbar(Cliick Done) 2-3. Hide the custom toolbar from View menu(Alt+V T) 3. Restart Browser 4. Now you can see the custom toolbar due to Bug 633250 5. Double click starUI or Bookmarks Panel(Ctrl+D) or Popup Downloads Panel(Ctrl+J) Actual Results: The custom toolbar disappears Expected Results: Edit Bookmarks Panel and Downloads Panel should not affect the state of custom toolbar. I think Bug 633250 related to the issue.
