Steps:
1. Create an app that contains <a href="about:home">Test Page</a> as content
2. Install that app
3. Launch that app
4. Click the link
Expected:
The web runtime should report that the URL could not be loaded.
Actual:
The about:home page is loaded.

as long as we're not worried about security here, I don't think we should block on apps being able to load chrome pages
