Using 6/2 Apprunner on Win 95, Win 98, Mac8.5 and Linux (unable to test on Win
NT due to a missing dll).
Open attached HTML file.
Expected result: Text should end at the 200 pixel point of the cell.
Actual result: Text spans the entire cell.
This bug holds true for all 'table' related elements using the CHAROFF attribute
(for both percent and pixel values): TD, TH, TR, THEAD, TBODY, TFOOT, COL and
COLGROUP

CHAROFF is an attribute contained in the HTML 4.0 Transitional DTD. As far as I
know, it should be supported. Please advise if this is not true.

We decided not to support this for 1.0. Kipp needed to do some work with lines
to make it work.
