We currently have an "apps" queue that everything goes into. The new spec splits that into three sections, new, re-review, and escalations. I won't duplicate what the spec says, so go read that. Permissions on the first two can be equivalent, the last should check for the app-senior-reviewers bit. This bug is to create the queues and have them showing up on the page and making sure they work as expected. I'll file dependencies for the logic for actually filling the queues.
