I believe this would be considered a regression.
If I remember correctly, with the old blank tab page if you used the "Open All in Tabs" function from a folder of bookmarks while the blank tab was selected, the page would be overwritten/obliterated. But now with the newly implemented about:newtab page, this does not happen. All the new tabs are merely appended.
I thing the old behavior is preferable/intended as well.
I'm seeing this in the current beta (13).

There is a similar bug to yours about about:blank and opening multiple bookmarks.

Mass-move to Firefox::New Tab Page.
Filter on new-tab-page-component.

This bug has been closed due to inactivity and/or the potential for this bug to no longer be an issue with the new Discovery Stream-powered New Tab experience.
