steps to reproduce:
1. Log in with an account which has pre-auth set up
2. Try to purchase: https://marketplace-dev.allizom.org/en-US/app/evernote-web/?src=ss
actual behavior:
app purchase fails with "There was an error with this currency".
We should probably tell the user what currency they are having a problem with. Also, the real problem was that the app didn't have PayPal set up. So, we were also showing an incorrect error message.
