Bug 717005 removed most users of cache/* (the only remaining one being leak-analysis/index.php, but on an unreachable else clause) & now bug 758680 / bug 759293 has removed the final users of summaries/* (which were getTinderboxSummary.php & leak-analysis/index.php).
This just leaves their .hgignore entries & the readme instructions saying to create those folders when setting up a local TBPL instance.

Removes the .hgignore entries (and cleans up the order), fixes the README & corrects a comment in LineFilter.php.
