Because of bug 71247, nsLDAPService can currently only bind as anonymous. As
soon as that bug has been checked in, the changes needed to support
userndn/password binds are trivial.

Michael: no; however, we're not really using the service yet, its function is to
cache connections and simplify code.

We obviously fixed this a while ago (I checked with dmose over IRC), so marking WFM, I have also removed the redundant comment that can be seen in the patch on this bug with r/sr=dmose over irc.
