This is especially bad in the chrome, e.g., preferences.

Just so we're clear, I'm willing to fix this s.t. we paint the same bgcolor as the previous page. I am *not* going to make it so that we keep the old page around until we're ready to do an initial reflow on the new page. File that as a separate enhancement.
