Scroll amount is very small. And Scroll amount is random (like hiccups)with mouse wheel if move mouse pointer up/down and rotate wheel at same time

This sounds very much similar to my problem. MacBook Pro 16; OS X 10.15.7, Thunderbird 78.11.0 (64-bit). Logitech M535 wireless mouse via Bluetooth (next to laptop).
Left hand side window, list of all mailboxes, etc. If you position mouse pointer in there and use the scroll wheel, there is a (relatively) long delay instead of being close to instantaneous. It seems as if there is some other "activity" going on so the action lags terribly. The action of moving down the list "stutters" as it goes ("move, move, move"). Like this bug's original mention, a single wheel turn can move an entire window's worth (after that lag delay and the stutter) or maybe just a couple of lines. Totally unpredictable and unusable due to the bad lag and delay in action.
Not necessary to move mouse pointer at all. As I enter this note, when I scroll-wheel this web page (Firefox at Bugzilla site) it scrolls smoothly and fast, just like one would expect it to do. Thunderbird does not scroll-wheel smoothly at all.
