Attaching the testcase from bug 720987 for reference. The problem started between Firefox 13 (focus rings appear) and 14 (focus rings do not appear). I'll try to narrow down the range.
I tested a full range of the Firefox 14.0a1 Nightly builds and could not reproduce this. Will now try to narrow this down on Firefox 14.0a2 Aurora builds.
Hrm. I don't know what is going on but I can't reproduce this anymore. You'll note that in https://bugzilla.mozilla.org/show_bug.cgi?id=720987#c23 I indicated the focus rings were not appearing in Firefox 14.0a2 2012-06-03.
Well, I just tested up to and including that build and can no longer reproduce this. I'm not sure if this was a bug or if I was just doing something wrong before.
I think we can probably resolve this WORKSFORME unless there is something more you want tested.

how about making bug 140562 happen? then we’ll have no problems with this thing anymore.
