Ion->Ion calls should be able to bypass argument typechecking, skipping directly to the prologue, when it can be inferred that the TypeSets are matching. Since TypeSets cannot shrink, freezing is only necessary on the caller side. We had always planned to do this, but it got lost somewhere along the way.
