Using build 2001041904 on Win2K

Steps to Reproduce:
1. Open Mozilla to a page without Java.
2. Go to Tasks->Tools->Java Console

Result:
Crash

The Java Plug-in will only get initialized after visiting a page with Java 
Applets.  Going to the Java Console after the plug-in has been initialized 
works as expected.
