Add in URL that nagios can monitor.
We need a URL that will return a 200 or 500, we'll hook that up to nagios so we'll get alerted to errors. I think it's fine if this is just a tastypie resource that returns JSON.
It should check that it can:
- read/write from the cache
- read from the database
And anything else we think useful.
Then we'll let IT know the URL and they can plug it in.
Example on the marketplace: https://marketplace-dev.allizom.org/services/monitor

Looking into how to give the endpoint to IT for them to use in nagios. Will close once I have that figured out.

Submitted bug 777543 to IT to have this added to nagios. My work is done here.
