web1.stage.bugs.scl3 (bugzilla.allizom.org) is unable to deliver mail to any domain other than mozilla due to port 25 being blocked.
can this restriction be lifted? email delivery is an important component of bugzilla.

Do we have plans for DC wide relay server?

shyam/jabba/justdave: can the port be unblocked so we can send email. if there's plans for a dc wide relay server, we can always reconfigure later.

smtp.mozilla.org is supposed to be usable from anywhere in our internal IP space, you could point it there (either via the relay_host in postfix or in Bugzilla's own config).

fwiw my preference would be to use postfix's relay_host rather than configuring bugzilla to talk directly to smtp.mozilla.org (mostly because i think postfix's error management should smtp.mozilla.org be down is probably better than bugzilla's).

This seems to be already done (relayhost is smtp.mozilla.org)
