browser/locales/Makefile.in has tons of custom rules and the like. It needs some serious work to consist of just variable assignment. I don't think people will line up to tackle this...
I'm happy to see simplifications and factorizations between different apps, if applicable. But just moving rules from one place to another won't be a win.
Removing complexity from Makefile.in's will result in eventual wins. See http://coop.deadsquid.com/2012/07/reviving-buildfaster-fixing-makefiles/ and http://coop.deadsquid.com/2012/07/reviving-buildfaster-plan-of-attack/. I will be the first to admit that a lot of this will initially look like simple refactoring.
