Looks like we don't have an administrator set up yet. Either this is
your first time using Bugzilla, or your administrator's privileges
might have accidentally been deleted.

admin@mozilla.com is now set up as an administrator.

You must provide a .bugs email address for the "Watch User". For
example: accessibility-apis@core.bugs
ComponentWatching requires all new components have a watch_user at creation time.
I have a patch that I will attach that works around this for checksetup.pl first runs.
