See bug 768868 for the spec bug. Also see the spec here - https://github.com/mozilla/webapps-spec/commit/40946eea5a1b43356966fb86ab92f3a47112c00d. We need the validator to accept the type property of the app manifest after the implementation is complete for the type property.
