The paypal id for that user is not one that exists on the PayPal sandbox. This will occur repeatedly with any app that is synced from production down to -dev. The currency error is a red-herring that is fixed in solitude. Solitude was off, so turned it back on. The actual error is: 559044 Account setting on the receiver prohibited the payment from PayPal. Test payments on apps that use a sandbox paypal account.
