Steps to reproduce:
1. Selected show tabs from last time option
2. Clear history/cache
3. System crashed(bad suspend/resume on linux)
Actual results:
blank new tab page shown
no session restore page, or tabs from last time
sessionstore-1.js was truncated- only had 5 of 20 tabs
Expected results:
shown tabs from last time
or session restore page with full tab list
or option to restore tabs from firefox sync

I can reproduce this, however if you clear history and cache, would you expect for Firefox to remember the tabs you were on when it crashed?
If I skip step 2, then I do get the option to restore the tabs I was on when Firefox crash.

Would people expect their tabs to be lost upon restart if they cleared their history/cache and chose the show tabs from last time option? I think that is illogical. Don't you? Clearing history should not delete one's open tab list. I know Firefox handles crashes well otherwise, and this is an rare case- but I do not think saving open tabs after clearing history would impact performance or privacy.

Same for me. Its kinda annoying.
I agree, firefox should remember the URLS of each open tab even after clearing privacy details. Because the user cannot expect that those webpages he or she still have open wouldn't leave a trace. Or the privacy-clearing dialogue could warn that the user still have open tabs which can leave a trace.

Session restore is working as designed, correct?
But do we have a bug to improve the feedback when "clear ..." has been done?

hmm, not too unlike Bug 748516 - Firefox 11 no longer restores open tabs after a crash when "clear Browsing History when Firefox closes" is checked
