Begin Review / Decide review plans for Test Pilot 2, including: * re-evaluating security/privacy model (sid? mmc?) * reviewing the jetpack style code - what new threats if any are there? * deciding where it should live in the source tree * transitioning from tp1 to tp2 - (basically, I need to finally land out that final tp1 patch) * beta testers (dogfooders) for TP2 (blake? ilana?) * deciding where the 'real url' for this should be. (proposal, once it lands, moz-central is the real home, and github is a mirror.) (I am happy to fill in any supporting docs about the model if it makes sense, see the docs directory for stubs/drafts.)

(Also, this is WIP, with some known nits and issues, but needs to start going down the pipe :) )
