Right now, if DHCP fails to connect, we disconnect and... wait. We need to tell the supplicant to actually reconnect.

For the record: DISCONNECT means "disconnect and wait for me to tell you to reconnect" RECONNECT means "if we're disconnected, connect" REASSOCIATE means "disconnect and then look for a new (or possibly the same) network, and associate with it"
