Those are a special kind of bookmarks that users want to see. Instead of being imported in the "From Google Chrome" folder, they should be inlined into the toolbar.

This is already working as intended. An import for a fresh profile will import the bookmark bar items into Firefox's bookmark toolbar. If you import manually later on from the Places window, then we intentionally keep imported bookmarks separate in subfolders so that we don't mess with the bookmarks already in the Firefox profile. You can easily merge the two from the Places window if you would like.
