Develop privacy guidance to stop developers from sending sensitive information through the notification server. Main point is to make developers (and users?) aware that push notification data is stored temporarily on the carrier servers and would be available to any person with access to the carrier's database.

Push API being changed, and not blocking basecamp. Review will need to be revisited when new solution is designed.
