Bug 754032 introduced simple-prefs localization which should be documented.

I've added a section to the l10n guide on localization of preferences. I've just invented it from the source, so might be missing something. I'm also thinking I should have another go at making auto-generated ToCs look reasonable. Thanks for the review!
